I set out how smarter permitted development rights can help farmers and landowners around Northamptonshire reuse existing buildings for homes, small businesses and food production, cutting red tape while keeping sensible safeguards in place. The report’s recommendations have since been largely adopted by Government through the Batters Review into Farming Productivity, and were praised by the responsible Minister on the floor of the House of Commons.
